Fred Osman is the founder of Osman Environmental Solutions, LLC (OES), an environmental consultancy based in Harrisburg, PA. OES specializes in air and waste permitting and compliance issues and brings to the client a unique mix of knowledge of the regulatory process and the regulatory mind set, as well as business strategy development in the air emissions and waste management areas. Mr. Osman has over fifty years’ experience in environmental regulation, both as a Division Director of a regulatory agency and in the private sector.
Prior to the establishment of OES, Mr. Osman was a co-founder and co-owner of Evergreen Environmental, Inc., (EEI) and spent over twelve years with that organization as a consultant in environmental regulatory matters.
During his career in the private sector, Mr. Osman has performed consulting services for Fortune 500 companies (General Electric, Caterpillar, Exelon, Duke Energy, Williams), other nationally known major companies (Harley-Davidson, Covanta, Harsco, Solar Turbines, Cinergy, Horsehead Industries, Empire Kosher, Hanover Foods), and many smaller to mid-size companies, as well as several colleges and governmental agencies.
Mr. Osman received a BS degree in Electrical Engineering from Lehigh University in 1970. He is a registered Professional Engineer in Pennsylvania in the Environmental Field, and he is a Board-Certified Environmental Engineer in the American Academy of Environmental Engineers.
Consulting Experience
Mr. Osman has performed permitting and regulatory valuation/compliance services for electric generating facilities, cement plants, concrete plants, oil and gas upstream and midstream companies, mushroom growers, motorcycle manufacturers, the secondary metals industry, wood furniture manufacturers, and food producers, to name a representative sample.
The majority of his practice is in the major industry sector, where he has worked with industries in power generation, solid waste disposal, coating industries with VOC issues, food processing, wood products, mineral products, and metallurgical processes.
In terms of areas of practice, these include the full reach of regulatory/compliance issues, from acquisition of construction permits and operating permits, to emissions reports for regulated industry, including criteria pollutants, hazardous air pollutants, and greenhouse gas emissions, and other required compliance reports.
Regulatory Experience
Mr. Osman began his environmental career as an Air Pollution Control Engineer with the Pennsylvania Department of Environmental Resources’ Bureau of Air Quality control, where he held a number of staff positions which culminated in his appointment as Chief of the Air Quality Section. He has a total of sixteen years’ experience working in Pennsylvania’s air program.
In June of 1987, Mr. Osman was selected by the Secretary of DER to plan and implement DER's first formal emergency response program. His responsibilities included staffing, budget, training, equipping, and maintaining 24-hr readiness of a staff of 72 personnel, who responded to over 4000 environmental incidents in 1990. His responsibilities also included coordinating all DER programs in responding to emergency situations. In this position, Mr. Osman served as the Governor's representative to the Federal Region III Regional Response Team with responsibility for coordinating state responses to spills of hazardous materials or oil under the National Contingency Plan. He also served as the Department of Environmental Resources representative to the Pennsylvania Emergency Management Council, the Pennsylvania Committee for Radiological Emergency Protection, and the Pennsylvania Hazardous Materials Transportation Advisory Committee. Mr. Osman was selected as the state of Pennsylvania's representative to the national task force established by EPA to review the adequacy of the Spill Prevention Control, and Countermeasures (SPCC) program which was established as a result of the Ashland Oil Spill. He was DER's primary contact on all issues relating to SARA Title III.

William F. Pounds has over forty-five years’ experience in the field of waste management. He is currently the Senior Consultant for Waste Management with Osman Environmental Solutions (OES) and is a recognized expert on the Commonwealth of Pennsylvania’s waste management regulations. He retired as an Environmental Program Manager from the Department of Environmental Protection (DEP) where for twenty-five years he was Chief of the Division of Municipal and Residual Waste in the Bureau of Waste Management. As Division Chief he supervised a staff of engineers, hydrogeologists, environmental chemists, and other professionals in the management of solid waste. He directed the Municipal and Residual Waste Permitting Section, Enforcement and Bonding Section, and the General Permits/Beneficial Use Section. He also acted as the Department’s liaison with EPA on permitting of municipal and residual waste treatment, storage and disposal facilities; directed the development of regulations dealing with the permitting of municipal and residual wastes facilities; directed the development of design standards for the permitting of waste disposal facilities and evaluated the effectiveness of the Department's procedures, policies, guidelines, rules and regulations and other standards.
Pounds is a recognized expert in permitting of municipal and residual waste facilities and in the beneficial use of municipal and residual waste. He directed the development of a comprehensive re-write of the Municipal Waste Sewage Sludge Regulations which were published January 25, 1997, in the Pennsylvania Bulletin. He also directed the development of the revision of the PA Hazardous Waste regulations published January 16, 1993. He assisted in the development of a complete overhaul of Pennsylvania’s Residual Waste regulations published July 4, 1992. He directed the development of a comprehensive re-write of Pennsylvania Municipal Waste Management regulations, published as final in April 1988. He also was responsible for updates and revisions to the regulations until his retirement.
Pounds also directed the development of the Bureau’ Environmental Assessment Process (EAP) which is integral to the permitting of all new, and expansion of all existing waste processing and disposal facilities in the Commonwealth, including the process whereby the applicant must demonstrate that the benefits of the project to the public clearly outweigh the known and potential harms that may result in the permitting of the facility. He has testified before the Commonwealth of Pennsylvania Environmental Hearing Board (EHB) and in Commonwealth Court as an expert witness on the EAP. He was also recognized as the Departments expert on permitting of waste facilities, the waste definition and the beneficial use of waste materials.
Pounds also acted as chairman of the work group that developed a manual titled Best Management Practices for Environmental Protection in the Mushroom Farm Community, December 1997. The manual has been widely distributed to Pennsylvania’s mushroom growers to assist them in complying with complicated environmental regulations. He also chaired the work group that developed the Food Processing Residuals Manual published in 1994 and revised in 2002. The manual is used extensively by the Food Processing Industry as a manual of best management practices. The workgroup received an award from the American Society of Agricultural Engineers for the outstanding entry in the 1996 Educational Aids Competition.
While employed by the Department, Pounds was a long-time member of the Association of State and Territorial Solid Waste Management Officials (ASTSWMO) and represented the Commonwealth and the association on numerous subcommittees and workgroups dealing with national solid waste issues. He was one of ASTSWMO’s representatives on the Industrial D Waste Task Force that was established to provide input to the Environmental Protection Agency (EPA) on the Agency’s Guide for Industrial Waste Management that was published in April 2003. Just prior to his retirement, he was active on ASTSWMO’s Beneficial Use Taskforce and represented ASTSWMO and the Commonwealth in a joint EPA, Office of Surface Mining (OSM) and the Interstate Mining Compact Commission (IMCC) national committee project to evaluate the use of coal ash for mine reclamation. He was also instrumental in providing support for and participated in the editing of a book titled Coal Ash Beneficial Use in Mine Reclamation and Mine Drainage, published by DEP and The Pennsylvania State University. He also represented the Commonwealth on the Great Lakes Commission Beneficial Use Upland Testing and Evaluation Project Management Team in drafting Testing and Evaluating Dredge Material for Upland Beneficial Uses: A Regional Framework for the Great Lakes, published in September, 2004.
Pounds graduated from Delaware Valley College of Science and Agriculture with a B.S. Degree in Agronomy and while employed as a Soil Scientist by the Department of Environmental Resources was approved for an educational leave of absence to attend graduate school at the Pennsylvania State University, majoring in soils and geology. He completed all course work towards a master’s degree in Agronomy and conducted research on the Potential Use of Column Attenuation Studies in a State Regulatory Program.
Pounds has published several papers and lectured extensively throughout the United States on numerous solid waste issues particularly on permitting waste disposal facilities, waste classification and beneficial use of waste materials.
Director, Continuous Emission Monitoring
Joe Nazzaro is the Director of the Continuous Emission Monitoring branch of Osman Environmental Solutions, LLC (OES). Mr. Nazzaro has over forty-five years’ experience in handling issues related to air quality, including thirty years of experience in continuous emission monitoring regulation as an employee of a regulatory agency.
Mr. Nazzaro received a BS degree in Chemical Engineering from Lehigh University in 1972. He has published a number of technical papers and presented papers at a number of conferences, including those of the Air and Waste Management Association, the Air Pollution Control Association, and the Engineering Foundation.

Mr. Nazzaro has performed regulatory valuation/compliance services for cement plants, resource recovery facilities, conventional fuel and waste fuel-fired electrical generation facilities, automobile shredders, an industrial coatings facility, and a power producers association.
